Snt,—Captain Russell Grenfell's letter deserves serious attention. The date of the change in the regulations is significant. Under para. 443, Chapter XIV, Manual of Military Law, as in force when the war began, the defence of " superior orders " was a good answer to any charge of war crime. During the war, when an Allied victory was in sight, the para- graph was so amended as to make it difficult in the extreme for such a defence to be pleaded successfully. The result is disquieting for
