Mr. Clynes, on behalf of the Labour Party, moved an

amend- ment declaring that the Genoa Conference was too restricted to be helpful and that the Government had ceased to command confidence. The Peace Treaty must be revised. The Prime Minister was " a mere Party prisoner," " a desperate and defeated agent of futile compromises within his own Cabinet."
