Earlier in the same piece Mr Waugh says: 'But the chief joy of the Liberal Party (which, like the Church of England, I sometimes think of joining) . . .' Can Mr Waugh prove that the Church of England sometimes thinks of joining the Liberal Party? If not, I hope he will be heavily penalised. Incompetents may not attack incompetence. Unless of course what Mr Waugh meant was that he, A. Waugh, sometimes thinks of joining the Church of England; in which case he should have found a grammatical way of saying so. Incompetence again.
