THE REPRESENTATION GROUPED IN COUNTIES.

THE FRANCHISE.

The Returns moved for by Sir Thomas Birch and Sir Benjamin Hall, and issued in the ses- sion of 1852, specify the more important quali- fications under which the right to vote in Coun- ties and Boroughs in Great Britain is regulated.

_England and Wales.

For England and Wales, the County franchise is thus classified-Freeholders, eopyholders, leaseholders, occupying tenants, offices, trus- tees and mortgagees, annuities and rent-charge, fee-farm rents and land-tax, joint qualifications, other qualifications. The term "other qualifi- cations" must be a comprehensive one, for it has been asserted in Parliament by Mr. Hume that there are upwards of eighty-five different qualifications. In the main, however, the County franchise consists of forty-shilling free- holders, occupying tenants, (the fifty-pound tenants-at-will, &-c.,) copyholders, and lease- holders.

For the English and Welsh Boroughs, the franchise is ranged under the heads of ten-pound householders and occupiers, freemen, scot and lot, and ancient right. The following is the analysis, including the Universities of Oxford and Cambridge.

Note.-Lord John Russell's Bill of February 1852, which was read a first time and did not ad- vance further, proposed an alteration in the Eng- lish franchise. In Counties, the right to vote was to be extended to the occupiers of premises of 20/.; in Cities and Boroughs, the qualification was to extend to householders of 51. instead of 10/. In Counties and Boroughs, the payment of 21. of di- rect taxes would secure a vote. For the sake of convenience other changes may be here noticed. The two seats formerly possessed by Sudbury were to be appropriated, one to Birkenhead in Cheshire, and the other to Burnley in Lancashire. Sixty- six Boroughs, with electors ranging under 600, were to be supplemented by the addition of ad- joining parishes and townships. The property qualification of Members was to be abolished ; the oaths to be taken on admission were to be so altered as to admit the Jews ; and Ministers of the Crown were to be released from the obligation of asking reelection upon changing office. The additions to the smaller constituencies pro- posed in Lord John Russell's bill will be found conveniently noted under the several counties in which the boroughs are situated ; also a brief re- sume of the results of Election Committee in- quiries-the larger details being given in a sepa- rate table.

While the Derby Ministry were in office, St. Alban's was disfranchised ; thus increasing the seats at the disposal of Parliament to four. Mr. Disraeli proposed to appropriate them thus-two to the West Riding of Yorkshire, and two to South Lancashire. They still remain unappropriated.

Scotland.

The County franchise is classified as follows -Parties enrolled before the Reform Act, own- ers in fee or liferent to the value of 10/. per annum, tenants and occupants to the extent of 50/. per annum. By the Lord Advocate's Bill, (Mr. Monereiff's,) introduced also in 1852 in connexion with Lord John Russell's Bill for England, it was proposed to reduce the occupation qualification for Counties from 50/. to 201., and the Borough qualification from 10/. to Si. Provision was also made against the creation of fictitious votes.

Ireland.

In order to show the progress of registration in Ireland under the Act of 1850, which extended the suffrage to occupiers rated to the poor, Mr. Fitzroy presented in the last session a Return showing the state of the Registration for 1852- '53. The following are the details.

The Bill introduced by Sir William Somerville for Ireland proposed to lower the Borough fran- chise from 8/. to 51.; and to supplement all the boroughs whose electors did not reach 400.

In England, 1 County Elector represents 20 • 7 persons of the County Population. In Wales, 1 County Elector represents WO persons of the County Population. In Scotland, 1 County Elector represents 344 persons of the County Population. In England, 1 Borough Elector represents 180 persons of the Borough Population. In Wales, 1 Borough Elector represents 24•4persons of the Borough Population.

In Scotland, 1 Borough Elector represents 238 persons of the Borough Population.

The data for Ireland are not so complete as for England and Scotland ; but the following may be taken as a fair approximation, for the same period, 1851-'52- 1 Elector in an Irish County represents 36 persons of the County population. 1 Elector in an Irish Borough represents 23 persons of the Borough Population.

BEDFORDSHIRE.

Entire population, 124,478. Electors, 5,423. Area, 462 sq. miles. Density, 270 persons to a sq. mile.

The elections for Wallingford have not been challenged. Petitions against Abingdon were withdrawn. Reading has undergone several in- quiries; but the returns were sustained. Wind- sor has been petitioned against six times ; but, with the exception of 1835, when one of the seats was transferred, there was no adverse result. - By the Bill of 1852, Lord John Russell proposed to add Farringdon to Abingdon, and Wantage to Wallingford.

BUCKINGHAMSHIRE.

Entire population, 163,723. Electors, 8,125. Area, 730 sq. miles. Density, 224 persons to a sq. mile.

CAMBBIDGESHIRE.

Cambridge City appears to have gone on from bad to worse. In 1840, one of the Members was unseated for bribery and treating ; in 1843, the seat was retained, lint under circumstances not creditable to the electors. Lis- k-eard, Helston, and Truro, have passed unchal- lenged. Penryn underwent an inquiry in 1835 and 1841 ; but the returns were sustained. In 1847, Bodmin did the same ; but the Committee comment upon a suspicious practice in issuing tickets negotiable for five shillings. A petition against St. Ives in 1841 was not proceeded with.

Lord John Russell proposed to add Newton Ab- bot and Newton Bushel to Ashburton ; Brixham to Dartmouth ; Ottery St. Mary and Sidmouth to Moulton ; Callington, Moreton Hampstead, Oke- hampton, and Saltash, to Tavistock; Collumpton to Tiverton ; Torquay to Totnee. Tiverton, Ashburton, Devonport, Exeter, and Honiton, have not been petitioned against. One of the Members for Tavistock was unseated on the ground of defective qualification. Barnstaple had its election of 1853 declared to be void on the ground of bribery and treating ; the writ was sus- pended, and a Commission of inquiry issued. Dartmouth underwent inquiries in 1845 and 1853; but the seats were retained. Plymouth in 1853 lost one of its Members for bribery by himself. One of the Members for Totnes was unseated in 1839; in 1853 the seat was retained.

DORSETSBIRE.

In 1841, a Member for Lyme Regis was unseated; and the seat maintained in 1847,-with allusions on the part of the Committee to foul practices, and the objectionable influence exercised by Mr. John Att- wood. In 1841, Weymouth lost its two sitting Members, and the seats were transferred to other candidates; but the reason is not given.

In 1837, an in- quiry terminated in the Member retaining his seat. In 1843, one Member was unseated for bribery ; and in 1853, Lord Adolphus Vane lost his seat for the same cause : but he has gained some- thing. A practice has sprung up of presenting bereaved gentlemen with testimonials : the tribute to Lord Adolphus was a snuffbox and a diamond ring from the ladies of Durham. Sunderland had a petition presented against it in 1841; but the prosecutors did not proceed. Gateshead and South Shields have had nothing to answer for to Parlia- ment.

Essex.

Ten petitions have been presented against Har- wich during the twenty years. The earlier ones were not proceeded with ; in 1847, the sitting Member was unseated for bribery ; .1851, the election was declared void, but the reason is not stated; in 1853, one of the sitting Members was unseated for an illegal engagement to pay money. In 1853, the seats for Malden were voided by bribery. Lord John Russell proposed to add Coggeshall, Halstead, -and Manningtree, to Ilexwich.

Lord John Russell proposed to confer one of the disfranchised seats upon Burnley, a large manu- facturing town, and to add Come to Clitheroe.

Mr. Disraeli, when subsequently in office, pro- posed to assign two of the disfranchised seats (there were then four at the disposal of Parlia- ment) to South Lancashire.

Ashton-under-Lyne, Bury, Manchester, Old- ham, Rochdale, and Warrington, hold the post of honour in this numerous group-they have not been petitioned against. Preston was petitioned against in 1837, but the parties declined to pro- ceed. In the same year, Salford maintained its election. Blackburn, Clitheroe, Lancaster, and Liverpool, are greatly tainted. Bolton and Wigan stand better.

LEICESTERSHIRE.

The unseating of Mr. Whalley for Peterborough has attracted some attention. After his election, he joined his constituents at dinner, and in a mo- ment of hilarity asked permission to pay for the 'wine: permission was given; and this constituted the treating. He has had a testimonial, however, from the electors and non-electors, in the shape of pieces of plate. Northampton has not been peti- tioned against.

NORTHUMBERLAND.

Entire population, 303,568. Electors, 15,828. Area, 1,952 sq. miles. Density, 154 persons to a sq. mile. Representation.

It was restored by the succession of Mr. Daniel O'Connell, the youngest son, to the vacant seat ; and it has been further sustained by the recent election of Mr. John O'Connell for Clonmel.
