It thus appears that the Country Gentlemen muster twice as strong as any of the other interests. The relations of the Peerage, Commerce and Money, and the Law, are upon a level ; the Army and Navy have less than 6 per cent of the actual representation, and the Pen has one per cent less than the Sword.
But there is a blank too conspicuous to be overlooked. Labour is with- out direct representation; and this is a deficiency which every occupant of the 641 seats, capable of reflection, must feel anxious to see supplied. In the mean time, all of them assume the character of Labour's representa- tive, but this title Labour itself declines to recognize either theoretically or practically. The safe and equitable mode of making good the obvious deficiency, must now or hereafter be seriously considered.
EXTRANEOUS PERSONAL INFLUENCES.
In dealing with ascertained facts, it is not necessarily part of our plan
to advert to personal influences alleged to be freely used by the holders of town and landed property in the return of Members for the smaller con- stituencies. Governments, it is known, have not scrupled to turn their influence to electoral account. Mr. Dod in his Parliamentary books has collected floating opinion upon these matters, and put it into shape.
