It appears to be probable that the Ministerial programme includes
a Reform Bill of some kind. Mr. Gladstone's speech points cautiously that way, Mr. Adderley assumes it as certain, and Lord Charles Russell, though careful not 'to commit his brother, who gave him his office as Serjeant-at-Arms, still gave the people of Bucks a very plain hint. He clearly wished for a Reform Bill, and he would not have wished without permission.
