France meets with no favour at Berlin. The people understand that the ar- rangement would redeem France, and they do not want France to be redeemed. The Times' Berlin correspondent says the compro- mise will be opposed by Count Bismarck, and that for the moment is equivalent to saying it runs counter to the forces of Nature.
