The General Council of the Trade Union Congress is (ring
what it can. It is applying pressure to Mr. Cook. Tuesday its members were received by the Prime nister, and on Wednesday- they summoned Mr. Cook to London. A meeting with the Miners' Federation was arranged for Friday. Everything waits upon the decision of the Federation. The General Council can do nothing without its consent. The letter which Mr. Pugh sent to the Times of Friday, October 22nd, and to which we refer in our first leading article, is the clue to the new situation.
