The Cattaro acute seems to be getting serious. The insur-

gents have formed themselves in the mountains, and are joined by hundreds of Montenegrins. It is necessary to ask leave of the Forte to pursue them, and it is believed that the guerilla war will occupy 10,000 men. The latent object seems to be to embarrass the Austrian Government, with some motive not yet explained. The Kaiser, however, like the Empress Eugenie, the Crown Prince of Prussia, and endless other minor notabilities, is on his way to Constantinople and Cairo to witness the opening of the Suez Canal.
