throne he emphasized the fact that Belgium in her victorious struggle for independence had been freed from the obligations of the old Treaty of 1839 which Germany .treated as " a scrap of paper," and would regard herself not as a neutral but as a sovereign State, maintaining intimate relations with the Allies who had come to her aid. Germany, he said, must make complete reparation for the immense damage which she had wantonly done to Belgium. That, indeed, is a primary condition of a just peace.
