This Paper, though unstamped, raid therefore not entitled to the

privilege of a Stamped Newspaper, may as a printed paper be transmitted through the post any number of times, by affixing a penny postage-stamp on the over, at each separate transmission: the cover must be open at the ends, without other writing than the address, and the stamp must be distinctly visible.
