The Emperor of Austria received the members of the Imperial Council yesterday in the Throne Room. He read a speech mentioning important projectq to be submitted to the Council, by which a provincial govern- ment will be granted to the different parts a the empire without dis- turbing the unity of the State, and without specially favouring any single province.
