PERRE has been appointed Minister of Marine. BRESSON, the Ambassador at Berlin, declined the offer of the Foreign Secretaryship in the Duke of BASSANO'S short-lived Cabiriet, and has thereby escaped much ridicule and the probable loss of his embassy. The Ministerial changes in England form the principal topic of discussion in Paris ; when the recall of the Duke of WELLINGTON is viewed with apprehension by the friends of the- British alliance. Municipal elections are going on in France; and the Liberals have been more successful than they were in the contests fur seats in the Chamber of Deputies.
