The German Government last week accepted the proposals made by
a committee of the Reparation Commission for the supervision of German finances by Allied delegates. These officials are to receive full information concerning the revenue and expenditure and will share with the German Treasury officials the duty of inspecting the provincial branches of the service. The transfer of German capital to foreign countries; which has been proceeding on a very large scale so that the money might not go to the Allies, is to be made subject to Government approval, though it is difficult to see how the German Government can prevent individuals from transferring their securities to Holland or Switzerland. In return for his concessions, Dr. Wirth evidently expects the Allies to agree to a suspension of the reparation payments and also, perhaps, to grant a loan.
