The Note, signed once more by Dr. Solf, concluded with
a reaffir- mation of the pretence that Prince Max's Ministry signifies a " funda- mental change " in the German Constitution, as it possesses the confidence of the Reichstag majority and includes some of the Party leaders. A Bill, it stated, had been submitted to amend the Constitution so that " the approval of the Reichstag is requisite for a decision on peace and war " ; it did not add that the Bill only refers to the case of an offensive war, and would not therefore relate to a war like this, which, in the German official view, has been purely defensive from the outset. The Note ended by saying again that " the peace and armistice offer issues from a Government which is free from all arbitrariness and irresponsible influence, and is supported by the approval of the overwhelming majority of the German people."
