THE "SPECTATOR."] SIR,—I am obliged to Sir E. Satow for pointing out my mistake; but the authorities quoted in my last letter state more or less explicitly that Tibet has failed entirely to carry out both the spirit and the letter of the Lhasa Treaty. A and B agree to certain terms, B retaining a property as a warrant that A will keep his word; A does not do so; B does not insist, and, having given up the point, restores the property. I do not know that this view of the action of the Government makes it any better for either the Indian Empire or our friends on the frontier. Sir Sven Mediu and Mr. J. Claude White say that the Indian Government has given up all, or practically all, the diplomatic results of the Younghusband Mission, and I for one should be glad if Sir E. Satow could show that this is not so.—I am, Sir, &c.,
