"A SCRAP OF PAPER."

[To the Editor of the SPECTATOR.] SIR,—With reference to Mr. Valentine Williams' letter in the Spectator of June 28th, I think the phrase " A Scrap a Paper " occurred to the late Sir - Edward Goschen when writing a report to Sir Edward Grey of his conversation with Herr von Betlunann-Hollweg on the eve of the Declaration of War with Germany, because our Ambassador had himself taken a leading and successful part in a representation of Sardou's play at the British Embassy, Constantinople, -so far back as the year 1881, when he and I served on the Diplomatic Staff of one of the last of Queen Victoria's great Ambassadors—the first Marquess of Dufferin and Ava.—
