The Spanish Government has again been changed. The ,Cortes, fearing
that Pi y Margall was secretly aiding the Irre- .eoncilables, or allowing some of his Ministers to do so, deter- mined to remove him, and he was removed by a vote of 119 to 93. Senor Salmeron, an " austere " Republican, was elected in his stead, ailq has made up a homogeneous Ministry from the extreme Right, General Gonv.ales being Minister of War and S. Carbajal Minister of Finance. The decrees of the new Ministry have hitherto been energetic. All officials obeying Intransigents orders are to be dismissed. Five men-of-war which fell into Irreconcilable hands were at once declared pirates and fol- lowed by a German frigate, which will, it is said, act with decision, Germany being strongly favourable to the Republican Right in Spain. All General officers in Madrid, without distinction of party, have been offered employment, and a Bill has been laid before. the Cortes calling out 80,000 of the Reserves. This Bill, if obeyed, will give Senor Salmeron an army ; but meanwhile city after city has proclaimed itself an independent Canton, some- 'times, however, as in the case of Alicante, repenting within twelve hours. The terror and agitation everywhere are inde- scribable, and Spain may be said for the moment to have reached that last point of anarchy which precedes some burst of terrorism.
