Of course, the shipowners are beginning to scent victory, and
at a meeting of shipowners held at Sunderland on Monday, Mr. Plimsoll was spoken of in very bitter and contemptuous -terms. But at Manchester and other great places the feeling irk his favour is as vehement as ever, and we suspect that an- overhaste in verifying instances, — which may have un- doubtedly caused him to be guilty of very great injustice in indi- vidual cases,—will turn out to have been his chief faith. The feeling in the merchant service that his general charge is true, is so deep, that it can hardly be that ample justification by facts is not forthcoming.
