Lord Kitchener has been criticized for asserting that the Germans
have apparently shot their bolt, but we are hound to nay that recent events give support to his words. We think it most probable that the Germans are beginning to feel anxiety as to the danger of pressing any further into the heart of Russia, and that we may therefore expect to see them attempt to dis- engage themselves from the retreating foe. This, however, is not likely to prove an easy task. The only satisfactory way of arresting campaigns is by destroying the enemy's army. If we are right in this surmise, the idea of an advance on Petrograd before next summer will of course have to be almndoned. Then Germany must look out for new worlds to conquer, or, at any rale, in which to exhibit the culture of frightfulness,
