Then he said there is the extension of the State Railways into Buenos Aires, not with a view • solely to improving the earnings of these lines, but. as a means of bringing about a reduction in transport thrifts by corn- petition, " a competition which is. as unfair as it is disloyal, because the privately owned railways were constructed by virtue of National Concessions granted by the National Congress with all the solemnity and guarantees which the Argentine Constitution assured." We understand that Mr: Howard-Williams is leaving for Argentina next week at the request of the Board, and there is little doubt that he will urge upon the authorities the gravity of the position.*
