They refuse to accept as legally binding on themselves or their followers any " fresh obligations which may be entered into towards France." Thus they embarrass their country's representatives, and thus they will harden France against their nation. If they refuse to act or think in the spirit of reason and order, France will answer that they make it a question of force, and she knows which side can better exercise force. If anyone in the Paris Press or elsewhere suggests that this German Government is capable of the duplicity and folly of encouraging this kind of spurious support from its bitter opponents at home, we do not believe it.
