We have before us a manifesto circulated by Nankai "University
on what are called " the recent massacres of Chinese citizens by British and Japanese police in Shanghai." The authorities of the University assume British and Japanese guilt. The manifesto, which denounces violence against foreigners, declares that " barbarism " must be fought by " civilization." It is written in very good English, but it is not pleasant reading ; and we hope that it may prove to be quite unfair in that judgment has been delivered on our " barbarism " without proper inquiry. One result of the judicial inquiry may be to prove the desirability of allowing the Chinese to participate in the government of Shanghai.
