Decongestion programme
From Mr Claus von Bulow
Sir: Steven Norris (I blame Ken', 28 December 2002) comments on the alleged plot behind the rephasing of traffic lights in favour of pedestrians. But there are some exceptions to this. For a period of many months the crossing between the Embankment Tube station and the river (within view of the new Polon° Livingstone) had traffic lights which were programmed to be simultaneously green for pedestrians attempting to cross and for the fast traffic along the Victoria Embankment. Was Ken perhaps hoping that the anticipated fatalities among socially useless old-age pedestrians would endear him to the Treasury?
