Charleston newspapers have been received to the 19th Decem- ber.
From them we learn, that a bill has passed both branches of the South Carolina Legislature for the military organization of the State. The effect of this bill is to substitute for the oath of allegiance hitherto given to the General Government, an oath of fidelity to the State of South Carolina. It is a decisive measure of "Nullification ;" and passed the House of Representatives by a majority of 90 to 21, and the Senate by 30 to 13.
