On Wednesday Djavid Bey began his Budget statement in the
Turkish Chamber. His polite references to French friendship tend to bear out the reports that a new Turkish loan is soon to be issued in France, and that French contracts will be accepted for the construction of new roads in Turkey. He hoped that British capital would also be employed more widely in Turkey. Loans would be necessary for two or three years more, but the Government had a right to be confident that an increase in revenue and economical administration would enable them to balance their Budget at the end of that time. Under the control of Sir Richard Crawford, the Customs revenue had increased by £300,000 in the past year.
