Lord Milner ended by a " wait and see "
appeal for the Govern- ment in regard to their general liquor policy. He expressed the hope that on the road on which they were travelling they would arrive at a system of control of the liquor traffic which, if introduced under the necessity of the war, would be able to be continued and developed on the same lines when the war was over. We sincerely trust that this means the elimination of private profit from the production and sale of intoxicants. As long as people can make huge profits by getting their neighbours to drink another glass or two, we shall never solve the liquor problem.
