If the telegram to yesterday's Daily Telegraph may be relied
upon, the Treaty of Washington would appear to be virtually at an end. "Mr. Fish affirms," it says, "that the American Case, including both direct and indirect claims, is covered by the Pro- tocols and the Treaty. The American Government, therefore, cannot withdraw from the case which they have presented for arbitration. The abrogation of the Treaty is left to England." If this be true, the information of the Daily News' correspondent last week, said to be derived from a Member of the Cabinet at Washington, that in case the Board of Assessors provided for under the Tenth Article was appointed, the indirect claims would be dropped, must have been erroneous ; and in point of fact, there has been no confirmation of that report this week.
