Mr. George Campbell has been selected to succeed Sir W.
Grey as Lieutenant-Governor of Bengal. He is best known in Eng- land by an extremely able pamphlet on Trish Land Tenure ; but in India he has been a successful administrator and a sound jurist. 'The only objection to the appointment, and that in the particular -case is not a grave one, is that it will encourage civilians to seek promotion at home rather than in India,—a practice which might rapidly degenerate into an abuse.
