The Jamaica Commission have published their report, the sub- stance

of which we have given elsewhere, and an exceedingly bulky volume of evidence. Their sifting of facts and their general conclusions seem thoroughly judicial. The language in which they censure practices and language which they admit to have been culpable, is soft in the extreme. There is no piano-wire in the lash of the Commissioners.
