Lord Dufferin will start for Burmah on February 1st, and

will as soon as possible organise the new Province. He cannot be too quick if order is to be restored, and Lord Randolph Churchill would do well to assent in advance to a Lieutenant- Governorship, with its capital at Ave. The Burmese Provinces are too big, and too rich, and too closely connected by the Irrawaddy to be governed in snippets, or by subordinate agents alone. The officials will absolutely need a chief, and a sense that they are to live their active lives in Burmah.
