Earl Gifford, the Somerset candidate for Totness, delivered a spoken
address to the electors, for the first time, on Thursday; amplifying the principles set forth in his printed address. No opposition is anticipated. Two orders in Council appeared in last night's Gazette. One with- draws the prohibition on the exportation of certain articles to any place in Europe North of Dunkirk, or in the Mediterranean East of Malta, with the exception of gunpowder, saltpetre, brimstone, sulphate of potash, muriate of potash (chlonde of potassium), and arms and ammunition of every kind, with regard to which the prohibition is to remain in force. The second prohibits the exportation of chlorate of potass within the above-defined limits, and to any place without them except under bond that it Abell be landed and entered for consumption at the port of dash-
