Milford. 21e. net.)—This volume, published for the Carnegie Endowment, ccertains the State papers relating to the armed neutralities of 1780 and 1800, together with the considered opinions of some thirty leading jurists of various nationalities on those critical episodes in our naval history. The King's Speech of 1801 condemning the " new code of maritime law " with regard to blockade and the right of search as " inconsistent with the

rights and hostile to the interests of this country" expressed what is still the British view. It is convenient to hove the documents brought together in this well-edited volume. •
