Sra,—I am very glad to have elicited Lord Hugh Cecil's letters. I find great difficulty in reconciling his commentary upon the Report of the Archbishops' Committee with the text of that docu- ment and its appendices : but I will not attempt further argument, and will only add that, if Lord Hugh correctly interprets the mind of its framers, it is a great pity he was not entrusted with its drafting and editing. Lord Hugh practically gives up the features of the scheme to which I most strongly objected. I can only hope that, when legislation is attempted, it will be rather on the lines of his very latitudinarian interpretation than of what still seems to me the obvious intention of some at least amongst his colleagues.
