An Act has passed Congress to equalize the pay of
the white and coloured soldiers, and by all accounts not without reason. The estimate formed in the North of the African regiments, both for strength, courage, and discipline, seems to be exceedingly high. The best regiments of General Burnside's division are coloured regiments.
