Perhaps this temper explains the attitude of the German Government
towards Turkey as described in the semi-official papers. That Government is said to declare that as the Sultan has allowed the guardships to enter the Bosphorus, the work of the European concert is over. It affects to believe the Turkish statement of the " disturbances " which provoke massacre, and argues that the Armenian question is the misshapen child of the English, who should be allowed to nourish it the best way they can ; the answer to which is that if the baby-farmers will stand out of the way, the mother is quite competent. It is difficult to believe that these out- pourings represent the Emperor's views ; but there is evidently some cause of bitterness in the highest circles. Is it merely that interference for the Armenians is interference between a Sovereign and his subjects ?
