The intelltgentrefrOM Spain rereains without interest. The official theory at
Madrid is that the Army is attacking the Carlists on Mr. Lincoln's plan, when he said that his only policy was "to keep pegging away," and that the enemy will by-and-by be sur- rounded. The only evidence, however, of this theory, is a series of telegrams reporting the beginning of movements which, if they are successful, will confine the Carlists to Biscay and Navarre. Seo d'Urgel, in putiOular, was expected to fall on Friday. They have not, however, been successful yet, nor have the insurgents began toIhroVi down their arms. Some persons round the King are talking of summoning the Cortes, and a Constitution has been prepared, of the regular constitutional pattern ; but no Cortes have been summoned, nor is there any proof that a Constitution will lYe proelaimed. The most remarkable feature in the situation is that south of latitude 42 N.—that is, throughout four-fifths of Spain—there is profound political quiet, everybody attending to his own affairs as if no war were 'raging. The cities are not in 'meats, the, Carlist bands havedeparted, add everybody except the tax-collector gets ha dues. There is no evert resistance to Madrid anywhere, not even to the new levy of 100,000 men, the fifth, we believe, in three years.
