Lord Irwin, the Daily Herald continues, admits that full responsible

government is not possible at once. Fortun- ately nearly all the Indian reformers agree with him about this. He therefore wants to see Dyarchy, which more or less served its purpose in the Provinces, applied to the Central Government. Some Ministers would become responsible at once to the Central Legislature, but other Services, such as Defence, Law and Order, and Finance, would be " reserved " for the present. If all this means exactly what it appears to mean the Round Table Con- ference will have a treble foundation for discussion—the Simon Report, the Viceroy's memorandum, and the proposals of the Indian Delegation.
