persistently. This seems to be taken for, granted as:a necessary act. It is an evil legacy of German unscrupulousness in the Great War. We suppose it must be admitted that all the Hague Conventions have been swept into disuse. We do not bring any -charge against the French and the Spaniards Which we should not bring against ourselves or any other nation, but we do wish that there could be some public discussion on this subject. Is there not any hope of reviving the wholesome and humane understandings of Geneva and the Hague ? Is any attempt made nowa- days to warn civil populations before bOmbing or bombard- ment begins in order that non-combatants may have an Opportunity to escape ? We ask for information.
