No. II.—THE DOUBTFULS.
The number of Members of uncertain politics, elected to the New Parliament, is so small, that we have not thought it necessary to give them a separate column. In the PEEL Parliament, there were no fewer than fifly.one " Doubtfuls,"—most of whom, indeed, speedily hoisted Tory colours; but Lord MELBOURNE, according to present appearances, will only have to deal with about a dozen.
Sir CHARLES Lamm This gentleman perplexed us a good deal; for though he voted against the Irish Tithe Bill, he supported Ur. ABERCEEMAY for the Speakership ; and we have been in the habit of consideringlite rather Liberal—at any rate Wbiggish. But his specs* at the West,Cornwall election is so Conservative in its tone, that we should not be surprised to find him a supporter of Sir ROBERT PEEL Mr. PENDARYES, by no means a Radical, appears to be a very advanced Liberal by the side of Sir CHARLES LEstoN. Believing, therefore, that Sir CHARLES'S political predilections are more of a Tory that a Liberal complexion, we have thought his proper position to be in tan Tory column.
Mr. HESKETH FLEETWOOD is now placed among the Liberals, on the strength of his speech at the nomination of the South Lancashire can- didates. He proposed Mr. TOWNELEY, and avowed himself the snip- porter of Ministers. A correspondent, who maintains that injustice has been done to Mr. FLEETWOOD in placing him among the Membein whom the Leader of the House of Commons might a speak to" with- out being as ridiculous," assures us that " a Barony" would be Do temptation to that gentleman to vote one way or the other; and, adds our correspondent, " were Mr. Fleetwood a Waverer, which I -- certain be is not, the patronizing leis Railroad scheme "—by the °ovens- ment, we suppose—" would fix him." Mr. FLEETWOOD, it mod& seem, had been fixed somehow ; but, that we did him no injustice in classing him among those who required something to " fix" them, win be evident to all who recollect, that he voted for the PEEL Speaker, for the PEEL Address, for Sir W. FOLLETT'S motion to continue the pri- vileges of Freemen under the Municipal Act, and for PEEL'S modest to divide the Irish Church Bill into two bills. In fact, his votes have been almost uniformly Tory ; and we do not wonder that when became forward to propose Mr. TOWNELEY, he was assailed with cries of " Turncoat!"
Nothing-has occured to induce us to remove Mr. GORING from the Tory to the Liberal column : we are indeed the more inclined to keep him among the Conservatives, from seeing in the Brighton Go.. zette a letter from one of his supporters at Shoreham, stating that he was the peculiar object of Tory solicitude at the late election; to which feeling should be attributed the circumstance that he headed Sir CnattLes BURRELL on the poll. That thoroughgoing and well-in- formed Tory paper, the Brighton Gazette, was wont formerly to speak in very disparaging terms of Mt. HARRY DENT GORING; but lately It has been surprisingly mollified.
Sir GILBERT HEATHCOTE, and Mt. GILBERT HEATIICOTE, not hav- ing signified their desire to he classed among the Liberals, musS remain in Tory company. The few votes they have given indicate thsir Tory leaning.
there can be no longer any doubt about the Dutchess of SUTHER- LAND'S friend, Mr. Howatto ; his speech on the hustings, as reported in the Inverness courier, is decisive. Not content with declaring his hostility to Church Reform and the Irish policy of the MELuovatiz Government, Mr. HOWARD avows, that "he does not snuck care whether it is to be Lord Melbourne, or Sir Robert Peel, or any other individual, who is destined to be at the head the Gorernment, so that whoever may fill that high station, will throw the shield of his Ministerial protection over the venerable and still venerated institutions of this country," &e. &c. The Glasgow Argus, we perceive, agrees with us in reckoning the exchange of Mr. HOWARD for Mr. MACLEOD as a Tory gain.
Lord GEORGE and Lord ARTHUR LENNOX have done nothing to deliver themselves from the imputation of Toryism, under which their votes against the Irish Church Bill and for Mr. MANNERS SUTTON haw placed them. We hold them to be Trimmers inclining to Toryism.
Mr. PUSEY is more of a Tory than either of the brothers LENNOX on every subject but Irish Church Reform.
Lord NORTHLAND is nothing but a Tory ; and his conduct, coupled with that of his brother Colonel KNOX, whose vote was never to be had when most needed, should teach the Whigs. that a step in the Peerage is not enough to convert the whole family of a Tory Peer to Liberalism. Old Lord NORTHLAND was mightily tickled at being made an Earl ; his only claim on the country being that of pocketing, with his eldest son, some 7,0001. a year as joint Prothonotary of the Court of Common Pleas in Ireland. The exposure of the practices in the office of the noble lord will not soon be forgotten ; and it is no credit to Earl GREY that, for the sake of a vote. (which he seldom had the advantage of, ) Ire conferred an honour on such an equivocal public character as Lord RAMA/SLY.
Mr. TowNt.Ev, of Cambridgeshire, belongs to the same class me Mr. BENETT of Wiltshire. Both brave Whiggish predilections ; and we are unwilling to place them in the company of the Tories,—though some of Mr. BENErr's votes have a very ugly lock. For instance, we do not see that he voted at all on the Speakership ; while he usi. 'sited the PEEL Address, and opposed Lord JOHN RUSSELL'S famous .
on the Irish Church Appropriation question. Still, on the ..hole, we should say that Mr. BENETT is more Whig than any thing else; and will let him remain where lie has been accustomed to be put, among the Liberals.
Mr. PHILLPOTTS has written a letter to Lord MORETON to assure his Lordship that he is a Liberal. We are slot quite sure, however5 that the letter can be taken as a distinct pledge to support Ministers,— unless in so far as he takes especial pains to avoid committing himself to any thing like a principle, or to arty specific measures. In that sense, with a view to their delicate political positions, his friendliness may have made him cautious on their account ; and his guarded letter may be but another sign of the times. On the whole, and relying on his Radical pledges more than any thing else, we retain Mr. PHILLPOTTS among the Liberals.
Mr. G. F. YOUNG, it will be seen, has credit for Liberalism : we hope he may act up to the character he is desirous of obtaining.
It seems quite a foree to dispute about Sir BAltut.tx NVII.snrr. Who can believe that Nleuaber to be a Liberal, whose votes in the last Par- liament were always on the Tory side ? Ile was a " Doubtful "in le3.5; but he voted for the PEEL Speaker, for the PEEL Address, and with PEEL on the Irish Church Bill. Suppose he supported the second seeding of the Irish Corporation Bill, the Tory Peers did the same. yorsooth, they were in favour of the principle of the bill, and only ob- jected +o the means for making it operative. Our contemporaries are quarrelling about Mr. WALTER LONG; but we never can consent to reckon among the Liberals a man who not ally avows that he owes his return to the Tories and was deserted by the Reformers, but that he deems it an honour to be the colleague of Sir FRANCIS BURDETT—that most offensive specimen of a political traitor.
It is to be hoped that our present list of Doubtfuls will turn out better than that which we were induced, by the previous conduct and f.refessions of Members, to put forth at the General Election in 1835. We find, on referring to that catalogue, that out of 51, no fewer than 1.1.-+ Members joined the Tories; with several others, supposed to be decided Reformers.

Ministers in a full House last session scarcely exceeded 20 votes in the critical divisions, it would seem that they are nov in a minority. But then, it must be remembered that the close divisions were on Church questions ; and the Ministers have., in our first table, the benefit of wend votes, which, though at their service generally, would be against them on Church questions. It is. manifest that the first division in a full House on the Irish Appropriation.clause or the English Church- nos measure, would place Ministers where they put Sir ROBERT PEEL the Speakership. They will take care, of course, not to Wing those
questions forward.
In looking closely at the table of Liberal loss, it will be found that, of the 66 Members put out of the House by Tories, not more than
ten can be called Radicals ; namely-

This list comprises only 142 names ; but we shall be disappointed if the first division does not go beyond it by thirty or forty votes.
No. VIII.-THE CONSTITUENCIES.
The following table presents to the reader the relative position of the two great parties-for brevity and convenience, though too vaguely for perfectly accurate classification, designated as " Liberals" and To- ries-at the close of the General Elections of 1837 and 1835. The previous statements of gains and losses, of new Members elected and old ones rejected, show how the New•Parliament at its opening will
differ from the old one at its close ; but the true point of comparison is between the PEEL and MELBounsiE Parliaments at the opening of pelt.
It is not pretended that the numbers of votes for the different candi- dates are given, or can be given, with completeness and accuracy. The Returning Officers send to the Crown Office the names of the Mem- hers elected, but leave the newspapers to record the state of the poll. This is done, not unfrequently, in a most slovenly manner ; the only account being, perhaps, up to the close of the poll on the first day, with 'memorandum that " only a few votes were given on the second day, when Mr. A. or Mr. B. was returned." In the following table, though there must be both omissions and errors, it is believed that they will sot materially affect the general comparative view, which is its chief object.

It appears from the foregoing table, that the Liberal majority, elected to the Pm. Parliament, was 356 to 302—the majority elected to the MELBOURNE Parliament, is 337 to 321 ; the balance against the latter, or the difference of the majority, being 38 votes. During the days of PEEL'S Ministry, on the Irish Church question, the Liberal majority (estimated at 8(3, exclusive of Doubtfuls) reached 27 on one actual di- Mien ; subsequently, the Whigs being in power, it went as high as 80 911the Irish Municipal Bill. We shall see how far the present ma- jority of 16 will stretch. An examination of the numbers polled will show that, generally, the disasters of the Liberals have been caused by the superior success Of the Tories in registering their voters. In only a few instances have the absolute numbers of the Liberals fallen off; but they have not kept pace with their opponents at the registration, or they have been 'pathetic at the time of polling. The result is the same—the Tories Ire gaining ground rapidly in constituencies where they were powerless few years ago. One of the most remarkable instances of their pro. Tess does not appear in the above tables : at the General Election of I885 there was no contest in the West Riding of Yorkshire ; but Lord MORPETH having been made Irish Secretary on the return of Lord MELBOURNE to office, his reelection was opposed by Mr. STUART WORTLEY ; and the numbers then were— FM Lord Morpeth 906G Mr. Wortley 8259 At the election just over— For Lord Morpeth 12570

These numbers show that Mr. IVORTLEY had gained nearly 2000 votes on his noble opponent, and cut down his majority from 2807 to 1087. The same process is going on in other places.
A glance at the above table shows that it is quite delusive to ex- hibit the aorryote number of votes given on one side or the other for the purpose of drawing conclusions favourable to either Liberals or Tories. It will be seen that in 1825 there were contests in counties and boroughs in which there was no polling in 1837, and vice versa. The number of contests in 1835 was 214; in 1837, 228. By adding together the figures on both sides, it would seem that the number of votes given in 1835 was about 590,000; in 1837, about 755,000. But it must not be supposed that these figures represent the number of voters who went to the poll. In some cases each elector has three votes, in London four, in most places two, in some only one ; and fre- quently there was a splitting and crossing of votes which render it im- possible to say how many Liberals polled, or how many Tories. The number of votes given, however, was greater in 1837 than in 1835, in the proportion of 755 to 590. For the numbers polled in 1835, we have referred to the best of the Parliamentary Pocket-books—the Companion, for 1837.
It is remarkable, that not only in the county, but in the towns of Lancashire, the Tories should have the ascendancy. The four County Members are Tory ; so are the two Members for both Liverpool and Lancaster; Warrington returns a Tory, and so does Blackburne ; Bury, Manchester, and Salford, are represented by Liberals. There can be no question that the masses in Lancashire, among whom there are so many Catholics and Dissenters, are decidedly Liberal; and if so, the state of' the representation of that county proves that the Reform Act has been of little use, on the supposition that to enable the People to elect Members of similar opinions to their own, was the intent of that measure.
