Mr. Lowe has conferred a boon upon the Publican interest.
It appears that it has been the custom at Newark, and probably other places, to register licences on renewal, and require a state- ment on oath as to ownership, for both which exactions fees are paid to the clerk to the Justices. The Newark victuallers appealed to the Home Office, and Mr. Lowe—who sits for a University, and is independent of publicans—has replied that the oathis " illegal," the fee " irregular," and re-registration on renewal "unnecessary and oppressive." The point about the oath is, we imagine, of importance to the trade.
