Don MIGUEL has at length stated to his subjects the
humi- liating fact, that the 'French Government have, failing his com- pliance with its demands, proceeded to make reprisals. He notices the capture of one vessel. Eight or ten had been 'cap- tured. He appeals for justice to the nations of Europe. Doubt- less, if the old men had been in power, he would have had England for his backer. At present we are engaged, and cannot come.
