Some remarks which Lord Balfour made at Geneva about the
control of money spent on famine relief in Russia are liable to be misunderstood. It would be disastrous if help were checked through any misunderstanding. , No money subscribed in England goes to Russia. It is all spent in England, and only relief in kind is sent through Russia. As for the control of this food on its way through Russia Sir Benjamin Robertson, who has had a long experience in famine work in India, reported that it has never been tampered with but has reached the people for whom it was intended.
