The Prussian Conservatives appear to have formally quarrelled with the

Government upon the subject of,ihe provincial grant to Hanover. They resisted the Bill strongly, even after Count von Bismarck had told them that if they opposed too much, he would rely for the future upon the Liberals ; would send his colleagues "after Count Lippe," and surround himself with Liberal aides. They appear to have expected support from the King, but the King considers them rebellious, and when Von Vineke pleaded his conscience, as Eldon used to do, asked savagely, "Have I not a conscience too?" The Liberals appear to believe that the Premier, who is very weary of his old followers, will become decidedly constitutional ; and we dare say be will, if the constitutional theory is that he is to do as he likes.
