of the Russians at the excessive precautions en for their safety. No Russian delegates have ited Geneva since 1923, when M. Vorovsky was mur- red in Switzerland. Moscow and Berne recently tiled the dispute which followed upon that murder, and s time the Swiss intended to take no risks of such fortunate occurrences. Accordingly, the quarters of e Soviet delegates were heavily barricaded and the legates were so scrupulously led about under escort at they complained that there were treated as prisoners d prevented from doing their work. They discharged mething like an ultimatum at the League, demanding re freedom and less safety.
