AS we go to press Mr. Baldwin is making a statement in the House of Commons on the Reparations Question which may well prove to be the most momentous of our time. It may bring a real peace to the world and put an end to that underground war from which we are now suffering—a war of suspicion, fear, hatred, revenge and all their accompaniments of misery, poverty and crime. Again, it may prove a prelude to more open hostilities and estrangements. Our hope, our belief, is that it will usher in a better period in the world's history. But, be that as it may, one thing is certain. It cannot make the situation worse, so bad is it at present and so certain is it to become more perilous if no change is made.
