The United States has decided to recall her troops from
Coblence—a move ominous for France in her dealings with America over her debt. The question whether we should withdraw from Cologne remains at present undecided. Our own opinion inclines to with- drawal as our most potent form of protest, but the matter must be the subject of the most careful delibera- tion. Therefore we will not use more words. They cannot now help and may aggravate a situation dark and dangerous.
