The Tsar arrived at Potsdam on Friday week for a
short visit of thirty-six hours to the German Emperor. As the Tsar had been passing some time with his grand-ducal relations in Germany, it was natural for him to visit the Emperor, and there is no reason to suppose that any political subject of vital interest was discussed. At the banquet there were no formal speeches, and the German newspapers consequently lacked material for speculation. Id. Sazonoff, who accompanied the Tsar, had some conversation with Herr von Kiderlen-Wfichter. It is conjectured that Persia was one of the subjects of discussion, but unless British policy was misunderstood, we suppose that Germany could not have raised any objection to it.
