Roy. (G. P. Putnam's Sons. 5s. net.)—Mr. Le Roy worked for two years on the United States Commission (the aim of which was to establish civil government in the Philippines). We do not feel competent to criticise the conclusions of a well-informed observer, but we may give our testimony to the interest of the book, and to the large and tolerant spirit in which it is written. Harsh judgments seem to have been passed on various things and persons in the Philippines ; here we get a judicially minded estimate of them.
