Finally, said Mr. Lloyd George, there must be reparation for

injuries done in violation of international law, and especially for the abominable submarine outrages. There would be a world. shortage of raw materials after the war, and the longer the war lasted the worse it would be. The countries controlling the raw materials would help themselves and their friends first. Disputes would arise hereafter, and therefore " a great attempt must be made to establish by some international organization an alternative to war as a means of settling international disputes," for war was a relic of barbarism. On these conditions we should welcome peace. To secure these con- ditions we were prepared to make even greater sacrifices than we had yet endured.
